The duties of the position include, but are not limited to:
Provide technical guidance, information, and assistance for a variety of Employee Relations programs such as disciplinary actions, grievances, appeals, complaints, and drug testing. Controls and responds to incoming and outgoing correspondence, determining priority, establishing suspense dates as required, referring to a supervisor or appropriate co-worker, and following-up to ensure suspense is met. Respond to a variety of inquiries regarding program policy and procedures. Prepares correspondence, reports, forms, and other documents required to complete actions. Resolve issues that can be satisfied by an explanation of personnel polices and refer significant problems to the appropriate HR Specialist in these program areas. Provide information and assistance to employees and supervisors based on interpretation of rules and regulations. Maintains and updates variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO. Evaluates sensitive issues and counsels employees on the requirements and repercussions of viable options. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience at the GS-05 Grade level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. Specialized Experience at the GS-06 grade level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assisting E/LR staff in routine reports and correspondence in order to ensure program requirements are met; maintaining files, databases, systems and correspondence for each program for E/LR staff to access when needed; carrying out basic assignments as instructed by E/LR staff; providing basic technical assistance to employees/managers concerning the preparation of performance standards and evaluations; providing assistance to E/LR staff concerning the administration and control of E/LR programs such as awards, performance, competencies, disciplinary/adverse actions, leave administration, telework, reasonable accommodation, etc.; resolving basic problems pertaining to employees' conduct or dissatisfaction, poor work habits, tardiness and absences; processing requests for changes in employees' tour of duty and requests for leave; preparing announcements to communicate program information, requirements and deadlines to employees; and advising employees, managers and supervisors on basic aspects of benefits program. Specialized Experience at the GS-07 grade level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing routine assistance and support to E/LR staff in the management of programs (e.g., employee/labor relations, performance/competencies, awards, disciplinary/adverse actions, leave administrations, benefits and other related matters); assisting E/LR staff in the development and maintenance of reports, databases, correspondence, reports, competencies in order to ensure it meets policies and requirements; carrying out familiar assignments in accordance with previous instructions and standard procedures creating documents, entering/retrieving data and established use of software packages; providing assistance in program areas with coding, records, maintenance and technical review of forms; assisting E/LR staff by developing case files, drafts, evidence packages, and suspense's to ensure compliance with Master Agreements; providing accurate and current information to employees, supervisors, E/LR staff and senior leadership on program requirements; preparing, proofreads, prints and distributes necessary documents concerning disciplinary/adverse actions; resolving minor problems pertaining to employees' problems concerning conduct, dissatisfaction, poor work habits, tardiness, and absences; processing requests for changes to tour of duty and leave administration; preparing employees' requests for information pertaining to earnings, employment history, reason for separations, etc.; preparing announcements to communicate program information, requirements and deadlines to employees; advising employees, managers and supervisors on complex benefits information, as well as maintains databases and prepares reports; and completing application package for retirements, estimates of annuity, forms and supporting documentation. Physical Requirements:
No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conference, meetings, etc., and occasional visits to activity work sites. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
