Civilian Pay Technician

Major duties include but are not limited to:
Receive telephone inquiries from multiple sources including employee service official state and county court systems. Analyze PAID E&L and master record data via multiple system access to ensure correct employee payment and subsidiary records and deductions are correct. Designated facilities Liaison for receipt of employee record data and problem resolution with Austin FSC. New Orleans National Finance Center. VACO and Health Revenue Center. ADPAC package PAID 4.0 with primary control of access to the 3 PD timekeeper and 3PD supervisor menu options. Co-ordinates PATCH installations with IRM to ensure least interruption lo package and provides notification to impacted personnel regarding any change as a result of PATCH installation. Review and releases personnel coding transactions via OLDE. master record update coding and time card entry recommending corrective actions when necessary. Serve as a technical authority using courtesy and tact at all times in dealing with employees or outside contacts. Conduct regular audits of employee time card data entry certification official's procedures and returns errors in a courteous and tactful manner. Research, analyze, reconciles, and correct tax records and W-2's. Applies Federal State and Local taxing authority requirements in order to properly deduct, pay, and record all taxes for manual pay adjustment. Monitor out of balance Master Records and Subsidiary Accounts for processing end of year reports. Update system language files for Alimony, Child Support, Bankruptcy, Garnishment and Union address payments. Research and reconcile pending items and recertified checks. Prepares, records, and controls accounting documents as they relate to payroll and accounting systems. Works closely with Agent Cashier and Accounting section of Fiscal Service to maintain current information for items processed thorough the station suspense account such as:
cash award payments, pre-tax health insurance collection, Dept. of Labor OWCP payments, travel advances, and VCS debts and lost property. Applies accounting techniques and methods unique to the PAID System requiring a knowledge of accounting principals . Design, implement, and control local procedures for implementation and monitoring of additional payroll actions for changes to existing programs and PAID ETA timekeeper/supervisor function as notified VACO. Performs such other duties and assignments of equal scope and complexity relating to retirement and TSP matters. Audit for accuracy and releases payroll coworker coding transactions via ODE and timecard entry. Acts as technical authority and provides ongoing training for junior payroll position. Designated responsible OLDE Control Release and review of the Record of Payroll Adjustments prior to Fiscal Officer certification. Designate liaison health insurance enrollment forms and transmittals to health insurance carriers and Health Revenue Center. Monitors and processes collection actions for prepaid employee health insurance premiums during without pay status. Act as technical resource for VISTA processing of VA Regional Office ET &A records. Ensures all timecards are completed and transmitted with medical center records in compliance with Austin deadlines. Ensure the Payroll staff manually maintain a separation of duties between Fiscal Data verification and Control Point Release (CP) for all payroll adjustment transactions. Design computer slide presentations and handouts and coordinates training timekeepers and supervisors. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and processing time and attendance records. The Best Qualified candidate will possess documented full-time experience with payment of salaries, establishment of employee payroll master records, payroll processing language, procedures, restriction, and benefits, computerized payroll systems and experience using VISTA, DFAS, PAID, REMEDY, and Microsoft products. The candidate will have a proven record providing quality customer service. You will be rated on the following Competencies for this position:

This position is in an office setting and may require setting for long periods of time. Also, this position may require standing and or bending for intermittent amounts of time. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
