Pharmacist (VISN Pharmacoeconomic Program Manager)

As the Pharmacoeconomic and Quality Program Manager, your duties will include:
Develop, implement, and manage programs to optimize drug therapy costs, including participation in the development of disease management programs. Interface with internal and external customers to identify, develop and implement appropriate formulary programs, outcome assessments, and research activities. Design, complete and report drug utilization evaluations. Design and coordinate the implementation of pharmacoeconomic and outcomes research evaluations. Evaluate treatment impact assessment, including:
clinical endpoints, safety endpoints, resource savings or resource impact assessments, health status outcomes and utility estimate. Evaluate summary measures of cost outcome relationships, including:
description of application and analysis using selected therapy impact models; sensitivity analysis of cost outcomes relations. Evaluate system impact assessment, including:
estimated usage, characteristics of treating designated population (including co-morbidities), patterns of substitution against other products, resources used to support therapy, and cost of treating adverse events of therapy. Conduct database analysis, decision analysis and computer modeling to improve clinical, economic and humanistic outcomes in the Veteran population. Design and develop spreadsheet and database analyses for appropriate documentation. Perform statistical analysis and significance, including validity of measures used to generate outcomes. Assist in the design and development of tools and mechanisms to document the outcome(s) and value associated with clinical pharmacy interventions and pharmacoeconomic activities. Participate in the VISN Data Warehouse operations committee as a VISN Pharmacy Benefits Management representative to offer support and guidance on pharmacy related data warehouse issues. Participate in other medication-related and service committees as assigned. Provides timely pharmaceutical information for VISN leadership to assist in system wide decisions and develop action plans on implementation of initiatives as requested. 2. Represents VISN 9 when collaborating with National PBM on the development/design of national data warehouse tools for pharmacoeconomic and quality management. From a national perspective, serves on respective Clinical Pharmacy Program Office workgroups related to data management and standardization. Participate in supporting and sponsoring local, regional and national poster and/or platform presentations to market program outcomes. Support product line management and team development by promoting harmonious relationships within the work environment. May have an active role at facilities in need of pharmacoeconomic support. Support local Pharmacy Services to facilitate pharmacoeconomic decisions, drug utilization, and data management. This may include a role at multiple facilities to provide program guidance as needed. (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure:
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency:
Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Preferred
Experience:
Clinical Pharmacy Specialist with strong anticoagulation/geriatric experiences and 3
years of continuous/extensive anticoagulation/geriatric patient care experience. Grade Determinations:
(a) Experience. This position is above the full performance level for Licensed Pharmacists. 1-year of experience equivalent to the GS-13 level is required. This experience would allow you competently answer the following GS-14 level KSAs:
1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. (b) Assignments. Pharmacy Program Manager. Responsible for Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following:
supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics(CBOCs), rural health, telemedicine, etc.; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISN. Pharmacists assigned to this position must demonstrate the following KSAs:

Applicants must be able to perform the following duties:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
