Administrative Officer

The administrative Officer is responsible to the Whole Health System for providing full staff assistance in order to further the availability of the Whole Health System for unique medical and wellness responsibilities in the areas of patient care, medical and wellness education, and research. Duties include but not limited to:
Making recommendations relating to various personnel policy issues. Maintains continuous liaison with the human resources office in areas of personnel recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation, etc. Assists the managers and supervisors and keeps them informed of any potential problem areas requiring their attention. Reviews budget estimates submitted, analyze program plans and information, and identify need for changes. Makes analyses of program reports, financial statements and other accounting data, correlating and verifying information. Reviews correspondence for technical and substantive compliance with management and department policies. Gathers background information, ascertains various positions on issues raised, clarifies policy questions up and down the managerial chain. Develops the need for and maintains an awareness of available resources, and makes recommendations to Senior management regarding needs, distribution or redistribution of these resources. Assists in the development of both long and short-range policies and plans for the organization by coordinating the medical administration needs of the Healthcare System. Establishes human resources management policies and procedures for the clinical services and deals with personnel matters and actions that affect key subordinates or that have possible serious implications. Responsible to represent the organization to a number of external bodies and agencies. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyzing information regarding manpower, space, programs, equipment, etc., and recommending actions to ensure efficient use of resources; investigating staff situations or problems to identify issues to be resolved; participating on committees to assess needs, provide information on pertinent laws, policies, and regulations, and present recommendations; and providing advice and assistance to the service concerning their administrative responsibilities, as well as coordinating work efforts in some instances. reviews and evaluates proposed policy; administers the budget control points; assists with long-range planning; and acts as a liaison with other organizations within the medical center. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.G, if the related to Ph.D. or equivalent doctoral degree. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelors degree. You will be rated on the following Competencies for this position:
