HR Specialist (Employee Relations/Labor Relations)

As a HR Specialist for employee/labor relations, you will be responsible for providing quality customer and consultative service and expert technical advice and assistance to management officials related to employee and labor relations programs. The duties of the position include, but are not limited to:
Serves as primary staff advisor and management consultant on ER/LR. Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance. Advises Executive Leadership in resolution of Administrative grievances, post separation reviews, Congressional, OIG, OSC, EEO, MSPB and departmental level complaints. Represents leadership as authoritative spokesperson in dealing with individuals, groups, unions and supervisors. Identify trends during quality assurance activities to recommend and provide appropriate training, process improvement and/or solutions. Monitor and report on the status and progress of work, checking on work in progress or review completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level GS-12. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 or higher. For the GS-12 position you must have served 52 weeks at the GS-11 or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing comprehensive employee and labor relations services on-site; coordinating with and advising supervisors and managers on technical issues involving disciplinary, adverse and all other relevant corrective actions. Applying collective bargaining agreements and related principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an organization's employee and labor relations program, including negotiation with labor representatives; deploying research and analytical techniques to gather, document, and analyze information to develop strategies and action plans. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH. D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performing a wide variety of employee and labor relations issues that include:
disciplinary and adverse actions, performance-based actions, bargaining unit status determinations, basic employee rights/privileges, principles of labor management, status of laws and regulatory requirements, grievances, appeals, union issues, medical determinations, employee management issues, complex leave administration issues, hours of work, overtime and compensatory time. Participates in arbitration, Merit System Protection Board hearings, Federal Labor Management Employee Relations Authority investigators and any other third party disputes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
No special physical exertion is required. The work is primarily performed while sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
