Physician - Assistant Chief Psychiatry

Major Duties General Management:
Actively participates in the development of management objectives and philosophies for the attainment of optimum efficiency in providing health care to Veterans. Provides input, advice and counsel for VA TVHS planning, programming, budgeting, and administration. Asst Chief assists in managing a large, diverse section that provides health care services central to the mission of VA TVHS. Asst Chief establishes Psychiatry staff objectives congruent reflective of the philosophy and objectives of VA Central Office, VISN 9, VA TVHS and MHCL. Develops long and short-term goals and programs required to meet stated objectives and directs planning and operations of Psychiatry to complement attainment of established goals and objectives. Formulates policies and procedures ensuring compliance with VA regulations, statutes and standards of requirements of various internal/external reviews and accrediting bodies. Analyzes and evaluates the effectiveness of existing Psychiatry programs in meeting established program goals and objectives. Develops plans for organizational changes accordingly. Thoroughly evaluates proposed program changes, operating procedures and delegations of authority to ascertain impact on current program operations and on the VISN, VA TVHS and MHCL operations. Resource Management:
The Asst Chief helps to coordinate the use of resources available for patient care, develops extensive community relationships/partnerships with individuals, health agencies, social agencies, and welfare agencies. Asst Chief develops relationships with services at local universities, healthcare organizations and other VA Facilities. Identifies and develops sources of revenue within established VA regulations. Maintains liaison with TVHS and VISN Mental Health leadership and VA TVHS management. Conducts/directs special studies and analyzes complex problems relating to manpower requirements, space, equipment, organization alignment and other areas of concern to the leadership team. Asst Chief provides direction/guidance to subordinate staff and delegates authority needed to carry out assigned tasks. Asst Chief exercises appropriate controls to evaluate the effectiveness of work output in meeting goals and objectives. Plans/directs the administrative and technical aspects of personnel management by coordinating functions through managers and leads. Assures effective personnel utilization throughout Psychiatry and constantly assesses the organizational structure for maximum utilization and effectiveness. Responsibilities include assignment of work, evaluation of performance, solving problems related to the work supervised and determining long range manpower requirements. Develops and implements internal programs, labor management relations, position management, merit promotion and performance management. Ensures staff receives required and appropriate initial orientation, in-service training, and professional continuing education. Fosters a commitment to these programs for subordinate managers, leads and staff. Performance Management:
The Asst Chief manages the Psychiatry Section for quality assurance, practices Performance Improvement and ensures improvement activities are ongoing for all programs. Ensures compliance throughout the service line with all applicable accrediting organizational standards delineated from accrediting organizations. Participates in activities and programs beneficial to the medical center including committees, task forces, investigations, and performance improvement teams. Asst Chief strives to move the organization towards Best Practice models through the identification of models from the private sector and other VAMCs, and through process improvement activities. Actively participates in the successful achievement of stated Performance Measures for the VISN, VA TVHS, and MHCL. Technical/Clinical:
The position requires operational knowledge and experience of healthcare practices, principles and administration. Membership in appropriate professional organizations is desirable. The Asst Chief must keep abreast of new and existing mental health clinical, technical, and administrative concepts and analyze them with the needs of the VISN, VA TVHS and MHCL. The ability to analyze the competing demands for resources is vital and must consider valid measures of productivity, quality, timeliness and responsiveness to customer needs and expectations. Asst Chief must be able to maintain effective measures of staff competency and performance improvement in accordance with the medical center's established performance improvement program. Fifty percent of Asst Chief's time will be spent in direct patient care:
Performs diagnostic examinations and treats patients in a recovery focused interdisciplinary environment consistent with the training of a board-certified general psychiatrist. Work Schedule:

Not Required The individual must qualify to perform duties as a physician, have completed an accredited residency and/or possess experience which has qualified the individual to perform general duties and some specialized functions and procedures without supervision. Staff physicians may also include attendings who train physician residents assigned in facilities with residency training programs, and consultants who are capable of giving authoritative views and opinions on subjects in their field of medicine. Basic Requirements:
United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Board Certified or Board Eligible Psychiatrist Preferred
Experience:
Board Certified Psychiatrist with leadership experience in inpatient, addictions, PTSD and overall Mental Health programs. Reference:

The check will bounce and the victim is left responsible.
